दहावीच्या विद्यार्थ्यासाठी कंप्यूटरवर विनामूल्य – सराव परीक्षा

एम.के.सी.एल. तर्फे दहावीच्या विद्यार्थ्यांसाठी बीजगणित, भूमिती, शास्त्र आणि इतिहास या विषयांकरीता कंप्यूटरवरसराव परीक्षा मोफत उपलब्ध करून देण्यात आल्या आहेत. यातील प्रश्नसंच आणि उत्तरे इंग्रजी, मराठी तसेच सेमी इंग्रजी पध्दतीमध्ये उपलब्ध आहेत. महाराष्ट्रातील दहावीसाठी बसणा-या १६ लाखाहून अधिक विद्यार्थ्यांना यामुळे फायदा होऊ शकेल. एम.के.सी.एल.च्या सुमारे ५००० हून अधिक एम.एस.सी.आय.टी. अधिकृत प्रशिक्षण केंद्रांमधून ही परीक्षा विद्यार्थ्यासाठी मोफत आहे.

MKCL’s 10th Anniversary.
The 21st century knowledge-based socio-economic development model enabled by 
the IT revolution was a great gift to India by our former Prime Minister 
Late Shri Rajiv Gandhi. On his first birth anniversary in the 21st century 
i.e. on August 20, 2001, Government of Maharashtra established MKCL 
with a mission to bridge the Digital Divide through the propagation of 
IT Literacy in all the strata of the society. In order to commemorate the 
completion of the successful journey of MKCL over the decade, a Decennial

‘SETS’ Success Story: eTendering Solution from MKCL

Case study on MSEB

The Maharashtra State Electricity Board (MSEB), being one of the biggest electricity boards in terms of installed capacity and consumption, requires huge supplies of materials from vendors. Traditionally, the procurement practice involved a large vendor community from whom the quotes were evaluated and followed by procurement. The vendor community took advantage of the dependencies involved, manipulated the prices and dictated terms. Obtaining a better price and providing a level playing field became prime challenges. To bring transparency and accountability to the procurement process of organization and compliance with the Central Vigilance Commissioners (CVC) guideline (order no. 98/ORD/01), MSEB realized the need to look for an information-technology-driven solution as a way to overcome these problems.

The Solution Proposed and Implemented

The scope of the project encompassed the creation and implementation of the e-tendering application for the activities of all 4 major entities of M.S.E.B. The applications main focus was to automate most of the tasks involved in the entire tendering cycle. Some of the key activities that the system automates and integrates are as follows:

Post Implementation training

The MSEBs secured e-tendering solution is a customized solution address ing specific needs and procedure of standard process of tendering in MSEB. Therefore, all the users should have a very good understanding of their roles and responsibilities in the system. Every user performs the same role that they were actually carrying out in their traditional system only the manner in which they will now (electronic) accomplish their duties has been changed.

All the key stakeholders of the system were given comprehensive training through several modes like on-site demonstrations, user manuals, flash-based demonstration and online demonstration of the complete system.

All the prospective users of MSEBs secured e-tendering solution were involved while carrying out the system requirement study and preparation of system requirement study (SRS). During the development and deploy ment phase, the system was tested by prospective MSEB users, and their feedback/suggestions were obtained to further improve the system, which resulted in greater acceptance and convenience of users.

MSEB took another step to support the vendors by helping them in using of the system to accomplish their tasks. An IT cell is set up specifically for the purpose of helping vendors accomplish their tasks and use the e-tendering system. Six computers were specially placed in the IT cells for the purpose of e-tendering; vendors may come and use them freely for tendering pur pose and may get help from the official in case any problem arises while us ing it.

“एकविसावे शतक हे ज्ञानाचे शतक आहे. मानवी समाज कृषिप्रधान सभ्यता व संस्कृतीतून उद्योगप्रधान व माहितीप्रधान अवस्थांमध्ये गेल्या काही शतकात संक्रमित झाला. एकविसाव्या शतकात तो ‘ज्ञानप्रधान’ सभ्यता व संस्कृती निर्माण करत आहे.

ज्ञानाधिष्ठित उद्योग, ज्ञानाधिष्ठित अर्थव्यवस्था व ज्ञानाधिष्ठित समाज हे या शतकाचे परवलीचे शब्द होत आहेत. आपले अस्तित्व टिकवण्यासाठी व्यक्तींना, समूहांना, राष्ट्रांना नवनवीन ज्ञान आत्मसात करण्याची पूर्वी कधीही नव्हती एवढी नितांत आवश्यकता या शतकात भासत आहे. व्यक्तींच्या, समूहांच्या राष्ट्रांच्या आणि एकंदर मानवी समाजाच्या अस्तित्वासाठी ज्ञान, विकासासाठी ज्ञान आणि आत्मसन्मानासाठी ज्ञान अशी ज्ञानाची त्रिसूत्री या शतकात सिध्द होत आहे.

गेल्या दोन शतकांत श्रीमंत देश अधिकाधिक श्रीमंत होत गेले ते त्यांनी केलेल्या नवीन ज्ञानाच्या प्रचंड निर्मितीमुळे. केवळ विज्ञान-तंत्रज्ञानच नव्हे तर जीवनाच्या सर्वच क्षेत्रांना स्पर्श करणा-या ज्ञानशाखांमध्ये अत्याधुनिक ज्ञानाच्या निर्मितीचा त्यांनी ध्यास घेतला. हे नवीन ज्ञान समाजातल्या भेदाभेदांना पार करत सर्व स्तरांपर्यंत सतत वेगाने वितरित करण्याचा महाप्रयास केला. हे नवीन ज्ञान जुन्या उपयुक्त ज्ञानाशी जोडत, जुन्या-नव्याचं एकात्मिक व्यवस्थापन केलं. सर्वसामान्यांच्या सर्जनशीलतेला प्रोत्साहन देत या नवीन ज्ञानाचा आर्थिक व सामाजिक विकासासाठी सतत परिणामकारकपणे वापर केला. नवीन ज्ञानाची इंटरनेटद्वारे जोडलेल्या लोकसमूहांच्‍या सहभागातून सहनिर्मिती, वितरण, व्यवस्थापन आणि उपाययोजना अशा विशिष्ट विकासनीतीतून वर उल्लेखिलेल्या त्रिसूत्रीने आकार घेतला.

ज्ञानाधिष्ठित अशा या विलक्षण संरचनेमध्ये कच्चा मालही ज्ञान व पक्का मालही ज्ञानच. नवी उत्पादने व नव्या सेवांचा मुख्य आशय ज्ञानच. त्यातील भौतिक आशय कमी होत जाऊन त्याची जागा ज्ञान घेत आहे आणि तीही कमालीच्या वेगाने. मोबाईल फोनची जी किंमत आपण मोजतो ती त्याच्यातील पदार्थांच्या वजनासाठी नसून त्यामागील विज्ञान, तंत्रज्ञानाच्या बौध्दिक संपदेसाठी म्हणजेच मुख्यत्वे नवकल्पनांच्या आणि ज्ञानाच्या आशयासाठी आहे. जशी कच्च्या मालाची जागा ज्ञान घेत आहे तशीच शारीरिक श्रमाची जागाही बौध्दिक श्रम घेत आहेत. आर्थिक भांडवलाची जागा कर्मशील स्वरुपातील ज्ञान-भांडवल घेत आहे आणि भौतिक किंवा आर्थिक मालमत्तेपेक्षा बौध्दिक मालमत्तेला महत्व प्राप्त होत आहे.

या ज्ञानयुगात आपली प्रगती करुन घेण्यासाठी प्रत्येकाला केवळ पूर्वीच्या तुटपुंज्या ज्ञानावर व तथाकथित अनुभवांवर विसंबून न राहता रोज नवे आणि कर्मशील ज्ञान संपादन करावे लागेल व उपयोगात आणावे लागेल. अशा निरंतर ज्ञानसाधनेला जर पर्याय नसेल तर आपणा सर्वांना आजन्म विद्यार्थी व्हावे लागेल. मग आपण विद्यार्थी, शिक्षक, शेतकरी, श्रमिक, कामगार, कारागीर, व्यावसायिक, उद्योजक, संशोधक, कलावंत, पुढारी, व्यवस्थापक, गृहिणी, ज्येष्ठ नागरिक, इत्यादींपैकी कोणीही असा.

समाजाच्या अशा सर्व घटकांना आजन्म ज्ञानसाधनेसाठी, ज्ञानाधिष्ठित दैनंदिन व्यवहारांसाठी आणि केवळ लिखितस्वरुपातीलच नव्हे तर जगातील व्यक्तींच्या जाणिवांमधील जिवंत ज्ञानाच्या त्वरित देवाण-घेवाणीसाठी अतिशय सुलभ, स्वस्त, ग्रामीण आदिवासी-दुर्गम भागांपर्यंत सर्वदूर पोहोचू शकणा-या, कार्यक्षम, परिणामकारक आणि द्रुतगती मार्गाची, साधनांची गरज आहे. असा अभिनव आणि कदाचित एकमेव मार्ग म्हणजे संगणक व इंटरनेट यांच्या अफलातून युतीतून-माहिती-तंत्रज्ञानातून-साकार झालेला डिजिटल, व्हर्च्युअल आणि ग्लोबल ज्ञानमार्ग. या अभिनव ज्ञानमार्गाची कास तुम्हां-आम्हांला अनिवार्यपणे धरावी लागेल. त्‍यामुळे, माहिती-तंत्रज्ञान हा केवळ शालेय किंवा महाविद्यालयीन अभ्यासक्रमातला एक छोटासा (कदाचित् ऑप्शनला टाकून बाजूस सारण्याचा किंवा परीक्षेनंतर विसरुन जाण्याचा) विषय नाही. केवळ मुलांनी व तरुणांनीच नोकरीसाठी कसाबसा एकदाचा शिकण्याचा किंवा शहरातील व महानगरांतील पांढरपेशांनी परदेशांत स्थायिक होण्यासाठी सक्तीने अभ्यासण्याचा विषय नसून तो आपल्या सर्वांच्या आणि विशेषत: ग्रामीण भागांतील युवकांच्या विकासाचा व उन्नतीचा महामंत्र आहे.

महाराष्ट्र ज्ञान महामंडळाने हा मंत्र आपल्या MS-CIT अभ्यासक्रमाद्वारे समाजाच्या सर्व घटकांपर्यंत व विशेषत: ग्रामीण भागांपर्यंत पोहोचविला आहे. आपल्या देशाला ज्ञानयुगातील समृध्द देश बनविण्यासाठी अशा पायाभूत प्रयत्नांची नितांत आवश्यकता आहे. माहिती-तंत्रज्ञान हे गावात सारे विश्व आणणारे आणि सा-या विश्वाचे एक गाव (Global Village) करणारे क्रांतिकारी तंत्रज्ञान आहे. त्यात जागतिक पातळीवर मूलभूत असे आर्थिक, सामाजिक, राजकीय व सांस्कृतिक परिवर्तन वेगाने घडवून आणण्याची प्रचंड क्षमता आहे. ते केवळ तंत्रज्ञान नसून ज्ञानयुगातील अपरिहार्य अशी जीवनपध्दती बनू पाहत आहे. सर्वसामान्यांच्या माहिती-तंत्रज्ञान साक्षरतेला म्हणूनच अनन्यसाधारण महत्व प्राप्त झाले आहे.

माहिती-तंत्रज्ञानाच्या साहाय्याने गेल्या दशकात प्रचंड संपत्तीची निर्मिती भारतात झाली. एवढ्या प्रमाणात संपत्तीची निर्मिती विशेष कौटुंबिक व आर्थिक पाठबळ नसलेल्या वर्गाकडून यापूर्वी कधीही झाली नव्हती. परंतु ही संपत्ती व हे तंत्रज्ञान मूठभरांच्या हातात राहिले व अर्थातच त्याचे फायदेही केवळ त्यांनाच मिळाले. यामागील एक प्रमुख कारण हे की, माहिती-तंत्रज्ञान मुख्यत्वे महानगरांत व शहरांत, इंग्रजी भाषेत व माहिती-तंत्रज्ञान उद्योगाला निर्यातीसाठी तज्ज्ञ मनुष्यबळ पुरविण्यापुरते सीमित राहिले.

आपल्या देशातील विशेषत: ग्रामीण भागातील, इंग्रजी अवगत नसलेल्या ७०% हून अधिक जनतेला निर्यात उद्योगात नव्हे तर आपल्या दैनंदिन जीवनात या तंत्रज्ञानाच्या सामर्थ्याची व ज्ञानयुगात झेप घेण्याच्या आपल्या विकासक्रमातील त्या तंत्रज्ञानाच्या महत्वपूर्ण भूमिकेची जाणीव होऊ शकली नाही. आर्थिक व सामाजिकदृष्ट्या वंचित असा मोठा समाजघटक तसेच ग्रामीण भाग या तंत्रज्ञानाच्या फळांपासून वंचित राहिला. हा डिजिटल डिव्हाइड आपल्या देशाला समृध्द बनविण्याच्या मार्गातील सर्वात मोठा अडसर आहे. माहिती-तंत्रज्ञानाच्या साक्षरतेचा अल्पशिक्षित ग्रामीण जनतेमध्येही म्हणूनच हिरिरीने प्रसार केल्यास आपला देश डिजिटल-व्हर्च्युअल-ग्लोबल ज्ञानमार्गावर गतिमान बनेल व आर्थिक-सामाजिक-सांस्कृतिक विकास साधू शकेल.”
